How is this different from just using email?

Who can raise a ticket?
Any employee who has accepted a portal invite. If your people have no portal access yet, invite them from the People page first, otherwise the queue will stay empty.
Can employees see each other's tickets?
No. A ticket is visible to the person who raised it and to whoever runs HR for your company.
